The Organisation

Western Power is a Western Australian State Government owned corporation which is responsible for building, maintaining, and operating an electricity network which connects over 2.3 million customers to traditional and renewable energy sources.

Problem Statement

The town of Ravensthorpe is situated at the very fringe of the Western Power network.  Ravensthorpe’s electrical energy is supplied from Katanning, some 265km away.  This distance poses two inherent technical challenges.  

The first challenge that a long electrical circuit length creates is an increased circuit impedance.  As circuit impedance increases, fault level current reduces which reduces protection device sensitivity.  In this scenario the system can have difficulty distinguishing between a high load condition and a faulted condition.  During peak load conditions on the electrical circuit supplying Ravensthorpe there is a shortfall of capacity that ensures protection sensitivity is maintained.

The second challenge of a long circuit length is the exposure to the environment and propensity of network outages to downstream customers.  Not only does a long network circuit increase the likelihood of an outage, but the distance required to drive to, identify and rectify the network fault can take considerable time.  This exposes Ravensthorpe to not only increased frequency of an outage, but extended duration times for each outage. 

About the opportunity

Western Power is seeking to work with interested parties who can provide a combined network capacity service during system peak times and a reliability service (microgrid) during network outage events.

Proposed Location

The services are required to be connected to the Western Power network within or within close proximity of the Ravensthorpe township.

The Scope

Western Power is seeking registrations of interest from suitably qualified and experienced organisations, for the provision of a distributed network support services on Western Power’s MV Distribution Network for:

1)    Reliability network support service capable of:

a.    Forming and sustaining an islanded microgrid;
b.    Microgrid formation within 5 minutes of a request;
c.    Sustaining a peak load of 2MW; 
d.    Sustaining the microgrid for no less than 12 hours; and
e.    Facility expansion to facilitate increased output in the event of energy demand growth.

2)    Network capacity support service capable of:

a.    Maintaining network parallel operation with the grid via inverter-based device;
b.    Complete network paralleling within 1 minute of request
c.    Sustaining a peak load of 0.5MW; 
d.    Delivering no less than 1MWh; and
e.    Facility expansion to facilitate increased output in the event of energy demand growth.

Registration Requirements

Suppliers are required to respond to the following for its Expression of Interest submission:

•    Demonstrate track record and capability in delivering services in relation to the high-level Scope requirements stated above.
•    References from at least three customers for whom your organisation has completed similar services.
•    Safety, Health & Environment information to be requested as part of this exercise.
